If Cambodia’s borey segment has a default brand, it is Borey Peng Huoth: a company that has done one thing — master-planned landed housing in Phnom Penh — continuously since 2005, growing from a single project to more than thirty [S-083] [S-084]. The profile is the inverse of a boom-era developer’s: the track record is long and visible on the ground, and the documentation is nearly nonexistent. Who they are

Peng Huoth started as a borey builder in 2005 and grew into a three-part group: Borey Peng Huoth (development), PH Construction (in-house building), and PH Investment (commercial assets such as PH Eco Mall) [S-083] [S-084]. That integration matters in the segment’s terms: a borey’s completion risk usually runs through its contractors, and Peng Huoth is its own contractor.

What the official channels do not say is striking in its own right: no founder or chairman is named, no unit totals, no hectares, no sales rates [S-083] [S-084]. For a company of this prominence, the disclosure level is a deliberate choice, and a buyer should weigh the record they can see against the numbers they cannot.

The Star series spans Phnom Penh — Platinum (Chbar Ampov), Premier (Russey Keo), Natural (Mean Chey), Eternal (Stueng Mean Chey), Light (Sen Sok) [S-085] — and the flagship Star Platinum corridor on National Road 1 reports construction fully complete, with villas up to 337 sqm and the group’s own headquarters built inside it [S-083] [S-085]. The NR1/Chbar Ampov belt is effectively Peng Huoth country: housing, mall, and HQ in one self-reinforcing strip.

Two decades without a publicly known stalled project is, in the Cambodian landed segment, a genuinely strong signal — boreys fail quietly but visibly, and Peng Huoth’s districts are occupied and trading. The group continues to launch, most recently announcing Boeung Snor-area projects in January 2026 [S-084].

How to read the risks

The risk profile is concentration plus opacity. Product concentration: nearly everything is landed borey stock, the category our satellite-borey research flags as Phnom Penh’s most oversupplied. Geographic concentration: the south-eastern NR1 axis dominates, so the portfolio’s value moves with one corridor’s roads, flooding management, and commute economics. And the documentation gap means a buyer cannot independently check absorption claims on any specific phase — the right response is project-level diligence: count the dark windows in the delivered phases yourself, and treat new-launch pricing in a soft market with the scepticism it deserves.

The bottom line

For a landed-property buyer who wants the segment’s longest continuous delivery record and an in-house builder, Peng Huoth is one of the two or three defensible defaults, alongside Chip Mong Land. The score sits in the mid-seventies rather than higher because trust requires verifiability, and Peng Huoth offers track record without transparency. Buy the visible record, verify the specific phase, and price the corridor — not the brand.
