Read quickly, “Cambodia adopts 13 Eurocodes” sounds like the headline a due-diligence guide has been waiting for: European structural-safety standards, formally on the books. Read carefully, it is a narrower and more honest story — a real, multi-year regulatory effort that reached a genuine milestone in July 2026, in a country that, as of this writing, still has no mandatory building code at all. Both things are true at once, and the gap between them is exactly where a buyer’s structural-safety due diligence has to live. Citations are marked [S-NNN]; sources are at the end.

What actually happened this month

At its 33rd meeting, the standards council of Cambodia’s Ministry of Industry, Science, Technology and Innovation approved 45 new national standards: 13 European Standards (Eurocodes), 26 ISO standards, 4 IEC standards, and 2 revised national standards [S-863]. That is a real, dated, verifiable regulatory action — not an announcement of intent, but a completed council decision that formally recognises 13 Eurocodes as Cambodian national standards.

It is also one step in a longer process, not the process’s completion. In May 2026, the Institute of Standards of Cambodia (ISC) signed a licence agreement with the European Committee for Standardization (CEN) covering the adoption of more than 50 Eurocodes, with the full national-adoption process targeted for completion by June 2027 [S-865]. July’s 13 are the first tranche formally through the council, not the whole set. And the roots go back further still: the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and the ISC requested a EuroCodes Awareness Workshop with the EU as early as March 2022, working through technical sessions on concrete, steel, and geotechnical design before any formal licensing agreement existed [S-867]. This has been a four-year effort arriving at a genuine but partial milestone, and reporting it as “Cambodia now has Eurocode-standard construction” would overstate what a council vote actually changed.

The distinction that actually matters: standard versus code

A national standard is a recognised technical reference document — something an engineer, a valuer, or an inspector can point to as an authoritative basis for a design or an assessment. A mandatory building code is a legal requirement, tied to the permitting process, that a structure must be designed and built to a specified standard before it can legally be occupied — with inspection and enforcement behind it. Cambodia, as of this July 2026 approval, has real movement on the first and none yet on the second.

The scale of that gap is worth stating plainly, because it is easy to miss from inside a run of positive regulatory headlines: Cambodia currently has no mandatory national building code [S-866]. Structural design compliance is voluntary. Third-party inspection firms such as TÜV Rheinland assess buildings against international benchmarks, but hiring one is a developer’s choice, not a condition attached to a construction permit [S-866]. Cambodia’s regional peers are already past this point — both Thailand and Vietnam have government-enforced building codes [S-866]. And the workforce building to whatever standard is chosen has its own gap: reporting on Cambodia’s construction sector puts the share of workers without formal qualifications at roughly 90 percent, with most trained in a narrow set of techniques on the job rather than certified across a structure’s full range of work [S-866]. None of that is fixed by a council approving 13 standards, however genuine the approval is.

Cambodia does have a governing Law on Construction, promulgated in November 2019, which set up statutory defect-liability warranties buyers can already hold developers to — covered in our handover snagging checklist. But that 2019 law was explicitly written to be filled in by subsequent sub-decrees and Prakas, and the technical structural-design standard those are meant to specify has not yet arrived. The actual mechanism that would close the structural-safety gap is MLMUPC’s still-pending technical Building Code, developed with support from the EU’s E-READI programme [S-867], which would give the 2019 law’s general framework the specific, Eurocode-based design standards it currently lacks. As of this writing, it has no announced completion date.

Why the enthusiasm is genuine, and whose enthusiasm it is

Ross Wheble, Knight Frank Cambodia’s country head and vice-chairperson of EuroCham’s Real Estate and Construction Committee, has been part of the advocacy behind this reform, and his framing of what it means is worth taking at face value rather than dismissing: “Adopting a recognised construction code will improve the overall quality of construction in Cambodia, improve planning transparency, give more investor confidence and help to attract foreign direct investment” [S-863]. That is a fair description of what a completed, enforced code would do. It is worth reading, though, with an eye to who is saying it: EuroCham’s Real Estate and Construction Committee represents international firms — engineering consultancies, valuers, developers — that are typically already equipped to design and build to Eurocode-equivalent standards, and that stand to benefit most directly from a Cambodian market that formally catches up to the standard they already use elsewhere. Their advocacy helped get an actual standards-council vote through after years of workshops, which is a real achievement worth crediting. It is a different claim from “Cambodian construction quality has already improved,” which nothing in July’s approval delivers on its own.

What this changes for a building going up today

For a project under construction right now, the honest answer is: it depends entirely on that specific project’s engineer and developer, not on the national policy environment. Nothing in the July 2026 approval, or in the broader Eurocode-licensing process, retroactively applies to existing buildings, and nothing in it compels a project breaking ground today to use the newly recognised standards rather than whatever the engineer of record was already using. A development backed by an internationally financed sponsor, or designed by a firm already accustomed to Eurocode-equivalent practice, may already be building to something like this standard voluntarily — the same way responsible developers already commission fire-safety systems that exceed the 2019 code’s minimum, as covered in our high-rise fire-safety guide. A project with no such orientation has no new legal obligation to change anything, because there is still no legal obligation on structural design in Cambodia at all.

This is the same pattern this site has flagged before in other regulatory-progress stories: a real reform, moving in the right direction, that has not yet reached the point where a buyer can rely on it rather than verify around it. What to actually ask, project by project

Until the Construction Law and its Building Code exist and are enforced, structural-safety due diligence on a Cambodian building has to be done the way developer-vetting and fire-safety diligence already are on this site — asked directly, verified directly, not assumed from the regulatory headlines:

  • Ask which structural design standard the engineer of record actually used, by name. “International standards” is not an answer; “Eurocode 2 for the concrete design” or a specific named alternative is.
  • Ask to see the stamped structural drawings and calculations, not a verbal assurance or a marketing brochure reference to “European standards.”
  • Ask whether an independent third-party inspector reviewed the structure during construction, and who that inspector was. In the absence of mandatory government inspection, this is currently the closest thing to an external quality check most Cambodian buildings receive.
  • Don’t let a national-level headline substitute for a building-level answer. “Cambodia adopted Eurocodes” is true and worth knowing; “this specific building was designed to one” is the separate claim you actually need verified before you buy.

The honest read

This is genuine progress, not regulatory theatre. Four years of EU technical workshops turning into a signed CEN licensing agreement, and then into an actual council vote adopting 13 real standards, is a slower and more credible path than a government simply announcing a code on paper. The direction is right, the process is real, and if MLMUPC’s pending technical Building Code eventually gives the 2019 Law on Construction the binding structural standards it was always meant to acquire, Cambodia will have closed a gap that has genuinely set it apart from Thailand and Vietnam for years. But “adopted as a national standard” and “legally required and enforced” are different milestones on that path, and conflating them is exactly the kind of optimistic rounding-up this site tries not to do. Until that Building Code exists, the safest assumption for any specific building is the one that has always applied here: verify the engineer, verify the standard, verify the inspection — don’t outsource that verification to a headline about the country as a whole.
