A delegation of European technology investors and business leaders visited Phnom Penh in June 2026 to assess Cambodia’s digital economy growth, tech talent pool and investment opportunities — the latest sign of growing international interest in Cambodia’s emerging technology sector [S-109].
The European Tech Business Delegation, organised by EuroCham Cambodia, brought together investors, founders and advisors from across Europe to evaluate Cambodia’s readiness for technology investment across several dimensions: digital infrastructure, human capital, regulatory environment and market potential.
Cambodia’s digital economy in context
Cambodia’s digital economy has grown rapidly from a very low base over the past half-decade, driven by one of the highest mobile internet penetration rates in Southeast Asia. Key factors include:
- Young, tech-savvy population — over 60 percent of Cambodia’s 17 million people are under 30, creating a demographic tailwind for digital services
- High mobile penetration — smartphone usage exceeds 70 percent, with most internet access occurring via mobile devices
- Government digital agenda — the Royal Government has identified digital transformation as a national priority, with policies supporting e-government, digital payments and tech education
- Growing startup ecosystem — Phnom Penh has seen the emergence of tech hubs, co-working spaces and early-stage venture activity, though the ecosystem remains small by regional standards
What the delegation was looking for
The European delegation’s agenda included meetings with government ministers and senior industry figures, site visits to technology companies and matchmaking sessions with local startups. Key assessment areas were:
- Tech talent availability — the quality and quantity of software developers, engineers and digital professionals available in Cambodia
- Digital infrastructure — internet reliability, data centre capacity and the energy infrastructure needed to support digital growth
- Regulatory environment — how Cambodia’s legal framework supports (or hinders) technology businesses, including data protection, e-commerce and cross-border digital services
- Market opportunity — Cambodia’s position as a potential gateway to the broader Mekong region and its attractiveness as a nearshore destination for digital services
Implications for property investors
The European Tech Business Delegation’s assessment of Cambodia’s digital economy matters for property investors in several ways:
- Demand for commercial and office space. A growing tech sector creates demand for Grade A office space, co-working facilities and tech hubs. Phnom Penh’s office market, which has seen significant supply growth, would benefit from genuine occupier demand from the tech sector.
- Serviced apartments and accommodation. International tech visitors, expatriate founders and remote workers drive demand for serviced apartments and mid-to-high-end rental housing in central Phnom Penh.
- Energy and infrastructure. As the green energy PPA article (related above) makes clear, data centres and high-tech manufacturing need reliable power. The intersection of digital economy growth and energy infrastructure is a critical factor for industrial and commercial property values.
The European delegation’s visit itself is a signal: European investors are actively looking at Cambodia, and the country’s digital economy — while still nascent — is on the radar of serious international capital. For property investors, the follow-through matters more than the visit, but the direction of travel is clearly towards greater international engagement with Cambodia’s tech sector.
